Summary | The PIs will perform a CNMOC Independent Review Panel (CIMRREP) of the Voice of America Coverage Analysis Program (VOACAP) HF prediction system. VOACAP is a computer program that predicts coverage of HF radio transmissions for any location on earth and has been proposed to replace the US Navy's official HF prediction Tactical Decision Aid (TDA). A positive CIMREP is required for a TDA product to be included in the US Navy Ocean Atmospheric Library (OAML). The CIMREP will be formal evaluation of the VOACAP program, including performing test case studies, analysis of the model physics and user interface. The deliverables will be an Independent Validation (IV) report in the required format and a memo summarizing the results. |
