Back Continuing of Trial Implementation: Performance Accounting and Tools to Support the Budgeting Allocation Process for Signal Intelligence Collection Systems

Summary |
The continuation of the trial implementation thesis research will include data collection and analysis potentially for the Third Fleet, various signal intelligence systems using the GaussSoft KVA software. The data collection approach will allow a continuation of the NPS thesis research to work through the broader scope of practical implementation issues in collecting reliable performance data on various signal intelligence systems. The problems of developing an automated method for converting KL data as well as forms for intelligence personnel to input process performance data will be addressed during this continuation of the trial implementation. This effort will be supported by Dr. Housel. Dr. Housel will be in direct contact with the potential users (including SPAWAR, Wayne Bratt and intelligence executives at the Third Pleet assuming they agree to participate in the trial implementation project) and potentially a new thesis team during the data collection period. Once the data collection has been operationalized and the raw KVA data collected, the approach will continue to be documented in the form of a mini-manual for data collection and use of the KVA software. |
