2023 Summer Graduate Spotlight - Lt. Bracha Rappoport, U.S. Navy

Meet U.S. Navy Lt. Bracha “BT” Rappaport, a cyber warfare engineer who will graduate from NPS this Friday with dual master’s degrees – one in Computer Science with a specialty in Cyber Operations, and another in Engineering Science as an Electrical Engineering major specializing in Cyber Systems.
“My thesis supported the NPS Center for Cyber Warfare efforts to identify vulnerabilities in critical maritime systems,” said Rappaport. “A key contribution of my research was the extension of RESim to support analysis of Windows-based systems.”
Developed at NPS, RESim is a reverse engineering tool which provides greater visibility into processes and data flows in networked systems. According to Rappaport, enhancing RESim will support more effective analysis of vulnerabilities in maritime systems – both at NPS and throughout the Department of the Navy.
In addition to her dual degrees, Rappaport was also recognized twice at the recent Summer Quarter Student and Faculty Awards, taking home the Surface Navy Association’s Award for Excellence in Surface Warfare Research, as well as the Rear Admiral Grace Murray Hopper Computer Science Award.
Rappaport, who will be assigned next to the Navy Cyber Warfare Development Group, believes that NPS played a pivotal role in her journey towards making significant contributions to U.S. cybersecurity efforts. “The most beneficial aspect of my experience at NPS was the opportunity to collaborate with peers and experts in the field on cutting-edge research with direct impact to the mission,” Rappaport said.
Rappaport is one of more than 200 NPS warrior-scholars who will mark the completion of their studies this Friday, Sept. 22, during the 2023 Summer Quarter Graduation ceremony at 10 a.m. Pacific (1 p.m. Eastern).

As artificial intelligence becomes more integrated into the systems that provide key information to decision makers, trust in the information generated by AI-based systems becomes a critical factor in enabling rapid, effective decision-making on the battlefield.
U.S. Marine Corps Lt. Col. Scott Humr, a doctoral graduate in information sciences at NPS through the highly-competitive Marine Corps Ph.D. Program Technical (PHDP-T), developed an approach using quantum open system modeling, representing trust as a function of time, that demonstrated an improved effectiveness in modeling trust in an AI system over traditional techniques.
“NPS has provided me with a foundation of many different skill sets to investigate different phenomenon, ranging from qualitative to quantitative methods,” said Humr, whose research will support the development of more advanced, trustworthy AI-based systems. “NPS is a great place for interdisciplinary research, and I’m truly grateful for the experiences that I’ve had here.”

Marine General Offers Challenge to NPS Summer Quarter Graduates

Emphasizing the power of collaboration and embracing the inevitable flux of change, the Naval Postgraduate School (NPS) celebrated its 2023 Summer Quarter graduates on Sept. 22 during a ceremony at King Hall Auditorium.
U.S. Marine Corps Maj. Gen. Roberta L. Shea, Legislative Assistant to the Commandant of the Marine Corps, served as the keynote speaker for the 210 graduates, including 20 international students from 10 countries.
2023 Summer Quarter Class
A total of 210 U.S. and international military officers, and DOD civilians, completed their studies this quarter. The Summer Quarter class includes 61 U.S. Navy graduates; 24 U.S. Marine Corps graduates; 7 U.S. Army graduates; 6 U.S. Air Force graduates; 92 DOD civilian graduates, and 20 international graduates representing 10 countries.
