2023 Winter Quarter Graduate Spotlight – Lt. Cmdr. Joshua Neal, U.S. Navy

U.S. Navy Lt. Cmdr. Joshua Neal is Human Resources officer in the Manpower Systems Analysis program. A former reservist, Neal wanted to use his experience in the #NavyReserve force to explore opportunities for #efficiency and cost savings in the personnel billeting assignment process while retaining warfighting readiness.
Using a custom, mixed method analysis that prioritized qualitative matching between personnel and billets across multiple criteria with no loss to readiness, Neal’s study revealed optimal personnel-to-billets match value across the specific community he studied – but at just 64 percent of the original cost. Ultimately, the prototype developed in Neal’s study could be utilized across the Reserve labor supply, ensuring Reservists bring the critical skills and experience to our strategic warfighting readiness and in alignment with the vision of the Chief of Navy Reserve at a savings of at least $50 million dollars.

In her NPS thesis, “Emergency Fuel Distribution for Disaster Relief on Marine Corps Base Hawaii,” U.S. Navy Lt. Felicia Goodell uses her Operations Research education to resolve an existing gap in emergency power and the fuel supply chain that could severely impact Marine Corps Base Hawaii following a serious natural or man-made disaster. Goodell’s research earned the Military Operations Research Society Stephen A. Tisdale Award.
Goodell’s research demonstrated @MCBH’s backup power generators were vulnerable to running out of fuel during prolonged power outages, severely impacting the base’s ability to maintain mission readiness. Her recommendations were adopted by MCBH and are being implemented in the State of Hawaii’s Emergency Management Plan and will improve the resilience to power disruption of not only MCBH but the surrounding communities.
“Lt. Goodell's thesis could not have come at a better time,” said Michael May, deputy director of supply for MCBH. “We know we need more capabilities for fuel at our installation and her work is helping us plan for future energy resilience. This work supports our current need and will be taken to the fleet to support mission assurance.”

U.S. Marine Corps Capt. Emily Hastings is passionate about #talent management for her fellow Marines. As a manpower officer, recruitment, retention, and the factors that impact Marines’ decisions are all fundamental to her occupational specialty’s success.
In the Manpower Systems Analysis curriculum, Hastings developed a qualitative study incorporating behavioral psychology concepts at key points in a young Marine’s career. Catching the interest of the Department of the Navy Office of Manpower and Reserve Affairs (M&RA),
Hastings work informed eight initiatives improving Marine Corps talent management practices. Upon graduation Hastings will report M&RA to implement her research and graduate education. Chief of Navy Reserve Encourages NPS Winter Quarter Graduates

The Naval Postgraduate School (NPS) honored its 2023 Winter Quarter graduates during a commencement ceremony held in King Hall Auditorium, March 24.

2023 Winter Quarter Class
A total of 218 U.S. and international military officers, and DOD civilians, completed their studies this quarter. The Winter Quarter class includes 90 U.S. Navy graduates; 19 U.S. Marine Corps graduates; 11 U.S. Army graduates; 5 U.S. Air Force graduates; 1 U.S. Naval Reserves; 73 DOD civilian graduates, and 19 international graduates representing 15 countries.
